Used Car RC Transfer in India: Documents and Steps

Car keys and paperwork being reviewed for an illustrative used-car ownership transfer

Buying a used car involves more than receiving the keys. You also need to complete the ownership change in the vehicle’s registration records. This guide to the used car RC transfer process in India explains what to prepare for a normal sale and where to check the official requirements. State procedures and the vehicle’s circumstances can change the documents or steps required.

What does RC transfer mean?

The registration certificate, or RC, records the registered owner. Ownership transfer updates that record after a sale. A sale receipt and handover record help document the transaction, but they do not by themselves confirm that the registration record has been updated. Both buyer and seller should retain proof of their submissions and follow the application through to completion.

Prepare the documents before payment

Start with the RC and compare the owner and vehicle details with the seller and car. Review insurance, PUC, identity and address documents, service records and any loan-related paperwork. Ask the registering authority which originals, copies, signatures and supporting documents apply to your case.

If someone other than the registered owner is handling the sale, clarify their authority. Also check whether the car is registered in another state or has a hypothecation entry. These issues can affect the process and should be discussed before handing over the full purchase amount.

Understand Forms 29 and 30

For a normal sale, official Parivahan guidance identifies Form 29 for reporting the transfer and Form 30 for the transfer application. Obtain the current forms from the official Parivahan forms page. Read every field and keep completed copies; do not sign blank forms.

For same-state vehicles, the official transfer guidance states a 14-day period for the buyer’s application. For vehicles registered outside the state, it states 45 days. These are application deadlines in that guidance, not promises about how quickly an RTO will issue an updated RC. Confirm the requirements for your transaction with the relevant authority.

A practical sequence for buyer and seller

  1. Verify the records: agree on the vehicle identifiers, registered owner and any finance or document issues.
  2. Record the sale: retain a dated agreement or receipt and a handover record with the agreed amount, vehicle details and responsibilities.
  3. Prepare the forms: complete the relevant transfer paperwork accurately with the required signatures.
  4. Use the official service: start through the official Parivahan vehicle-related services or the relevant state/RTO process. Follow the instructions for that registration.
  5. Complete supporting steps: submit documents, pay applicable charges and attend any required appointment.
  6. Track the application: keep acknowledgements and respond to any request for corrections.
  7. Check the updated RC: confirm the new owner’s details and retain the completion evidence.

What if the car has a loan?

A loan closure statement is not the same as an updated RC. If hypothecation is recorded, ask the lender and registering authority about the required clearance and termination process. Verify whether the entry has been removed or what must happen before the transfer can be completed. Avoid assuming the seller’s verbal statement settles the matter.

What changes for an interstate purchase?

Additional documentation, NOC, registration or tax steps may apply, depending on the vehicle and state requirements. Ask both the originating and destination authorities what is needed before agreeing a final price. Do not rely on a generic online checklist to calculate the total cost of a particular interstate transaction.

Arrange insurance separately

Contact the insurer before handover to confirm the process for coverage and policy changes. An RC transfer application does not itself confirm that the insurance policy has been updated. Keep written confirmation from the insurer and ensure the car has valid required cover before driving it.

Frequently asked questions

Can the whole process be completed online?

Online services may support parts of the application. Document submission, verification or attendance requirements depend on the registration and authority. Follow the instructions shown for your case.

How much does used-car RC transfer cost?

The applicable charges depend on the transaction, jurisdiction and any additional registration or tax requirements. Check the official service and RTO rather than treating a fixed online figure as universal.

How do I know the transfer is complete?

Check the application status and the updated registration record. Keep the updated RC and completion evidence; a payment receipt alone is not completion proof.
